Are you running the engine with gas that has been in the tank for 3 years?

Carb could be internally varnished?

Do these engines have an Idle air control valve - on my Sundancer it was nearly a once a year event.

On an old carb engine it could be many things:
vaccum leak -->bad carb to manifold gasket
clogged idle circuit in the carb-->carb needs thorough cleaning
float setting off, if too high it will cause the engine to flood

I'd recommend finding a place that rebuilds marine carbs and let them try to re-do yours. If it works, great if not then consider buying a re-man carb, if you can find a reliable vendor. I've had my 1988 Rochester Quadrajet re-built 2x in the years I've had it (since 2002)....
