I had a similar loss of power situation on my 190 with the Volvo 5.0 EFI when I had an exhaust flapper valve come loose and created a partial blockage in the exhaust. That robbed me of a lot of power. The boat ran smooth but struggled to get on plane. RPM was 500 low and top speed was 10mph less.

Thanks for the replies guys. At $100/hour, I'm expecting this to be a big expense. In the mean-time, do you think I'm hurting anything by running the 17p prop? As I said, it puts me at about 4500RPM at WOT.

If the tach is accurate and you don't over rev the engine, then maybe you won't hurt it. The question is, what is going on? Some problems may not get worse, and some may cause harm. I would look at normal tune up items like spark plugs, checking dist cap and rotor, possibly a compression check, etc. At least look at the spark plugs to see if one or more are different like dirtier, more carbon, etc. Verify you don't have an exhaust blockage or an excessively dirty spark arrestor air cleaner. Does the engine run smoothly?

Yes, the engine runs fine. I just bought the boat this year and have no idea when, if ever, it had a tune up.
