I have a Sundowner 205 on a tandem axle trailer has anyone changed the 14" tires and wheels to 15" is there a clearance problem on a rough road ?

Haven't done it, but might rub your fenders, especially on a rough road.

I just did this on my single axle Load Rite, going from 215/75-14s to 225/75-15, they fit fine since these fenders were designed for both 14 and 15 in tires. Measure how much clearance there is now with the boat on the trailer. Most spring axle suspension only has about 1-1.5 in of travel. The other option is a D rated 14 in tire, Kumho makes one rated at 2200 lbs @ 65 psi. The only other issue is that most 14" rims are rated for 1900 lbs max, so to get more than that you need to go to a 15" rim (the 5 lug 15" rims are rated at 2050 lbs each). With a 205 on a tandem, you must have plenty of tire capacity though. If you got those Kumhos, and inflated them to a bit over 50 psi, you'd have 1900x4 which is 7600 lbs way more than you need actually. The Kumhos are a bit pricey, I was able to buy a new 15" galvanized rim + a new bias ply Loadstar K550 225/75-15 for the same price. You could also just upgrade your tires to regular bias 215/75-14s that would give you 1870 lbs per tire which is more than enough.
