I have an 03 FW trailer with surge brakes. It has a one inch thick black pin sticking out right in front of the brake reservoir cap. This pin is connected to a small metal cable with a "S" hook at the other end. Do I need to do anything to it? When towing where do I connect this to or just leave it unconnected? Thanks.

Sounds like your breakaway cable. Hook it on in the same place you hook your safety chains/cables. The purpose of it is to activate the trailer brakes if the trailer would ever come unhitched while going down the road. On a related note, always cross your chains before connecting them to your hitch.
