i have a guest 20 amp 3 bank battery charger . It wasnt working so i took it out found top fuse wire loose re soldered. its getting 17 off each terminal not attached to a battery . hook 1 battery up to one leg reading from battery not getting more than 12 -13 read other 2 terminals while still hooked to 1 battery reads 14 .5 on each . is charger toast or is it like a trickle charger spreading the 20 amps to all legs

next question is on shore power with battery switch off does charger supply power to 12 volt system?

No it will not. Switch off = no power
If you have a 3 bank 20amp charger it will most likely be 5-5-10 amp output.

I only have 2 batteries hooked up. with the perko switch off i can still power cabin lights and other 12 volt items. turn off charger breaker 12volt power to system is off

Well then the switch is not wired properly. How many wires do you have on the batteries?
Let's get back to your original problem which is?

original problem was charger not working
repaired that issue by soldering wire back on fuse holder
now at the switch problem
only have 2 legs hooked up for batteries
