I've replaced the water pickup that was missing, flushed the hose so nice clear water spits out under power.... but the gauge only reads a max of 10mph and only at WOT. What's the next step? I have the basic VDO dash, not the crazy one.

You can test a mechanical speedo by blowing compressed air into it. You can blow air into the hose at the pitot and then at the gauge to see if it is a restriction or bad gauge.

My "crazy" VDO dash had a very accurate speedo, much more so than the Faria one with the pitot tube !

Oh the GD pitot tube. One of my pet peeves. How stupid I think the boat manufacturers are to have not given up on this silly antiquated technology that is fraught with problems long ago in favor of a gps speedo. I just go by rpms and feel and leave the damn pitot clogged with debris. If I need to know speed I use my cheap Tom Tom car gps. I guess some boaters need to know accurate current speed/ relative speed.

Look around and do a search. I and others have replaced the factory speedo (non-VDO) with a GPS unit. It's pretty important to have an accurate speed for wakeboarding. I actually have the dash mount, and a hand-held GPS as a basic map for night-time navigating. Others are using automotive ones, and the ones w/ fish-finders are very sensible.

As far as checking the one you have, I would disconnect the tube, and blow with air all the way through (looks like you've basically done that with water). If it still no worky, the gage is a little more sensitive, and I couldn't even guess what kind of pitot pressure would correspond to speed. May be worth finding a shop that does work on that sorta thing. Keep in mind, a GPS speedo gage replacement would only set you back around $100.

They never work right & have been know to be wrong most of the time. A GPS unit or GPS speedo is the way to go!!
