My 1996 258 Vista's trim tabs will not activate, what am I doing wrong?

Your pump should be in the engine area. It would have 2 tubes running off of it, connected by brass fittings, they would go thru your transom to your tabs. (That is, assuming they are hydrolic)

Thanks for the comments, boating season just around the corner up here in Canada.
The tabs appear to be stuck? I hear the pumps working and the fluids fine.
Any other suggestions to get them 'unstuck'?

I pulled this off the Bennett site, you can also call their tech support. I've called them in the past they were pretty helpful. (954) 427-1400

If HPU motor runs but trim tabs do not move:
• Inspect for disconnected or corroded red and green wire connections at
helm control and quick-disconnect plug.
• The following test can be used to help isolate a malfunction.
Remove wires from helm control and touch together as follows:
Operation R eaction
Orange ( + ), blue, red Port trim tab down
Orange ( + ), blue, green Starboard trim tab down
Orange ( + ), blue, red, green Both trim tabs down
Orange ( + ), yellow, red Port trim tab up
Orange ( + ), yellow, green Starboard trim tab up
Orange ( + ), yellow, red, green Both trim tabs up
If trim tabs function in each of the above combinations, check helm control. If
during this test trim tabs continue to malfunction, inspect HPU.
