Hot water w/ dish soap and a scrub brush. I've tried other things and the dish soap cuts thru the oil and grim w/ no problem. I just bought my boat a few months ago and the previouse owner didn't clean the bilge area as it was really nasty. I just did this a few days ago and its cleans up really well making it look 100% better. The whole engine compartment and boat smells better to. GL!
