Yes it could be just corrosion. Remember Ohm's Law....If you have too much resistance (from corrosion) the starter will not get energized by the solenoid. Keep in mind also that the current that activates the solenoid has to travel all the way from the ignition switch to the solenoid. That's a long way. You should always check:
Battery terminals for corrosion. And using real battery clamps bolted to the terminals on the cables is the best way. Also, where the ground cable bolts to the block (bellhousing area behind the exhaust manifold) should also be checked for corrosion. Good grounds are very important. Keep in mind that your starter needs close to 300 amps to crank the engine.
