I have noticed a gas smell in the cuddy, and when were sitting on the deck (more so in the port side front seat)

Is this part of owning a boat and is just the way it is
Or Is there a Vent hole/tube that needs some attention?

I assume it has something to do with the fuel tank expanding from the heat.

Do I have an issue?

You need to find out if that is more than the smell you can get with the plastic tanks, they allow a certain amount of oder but it is not at a dangerous level. If the boat has an aluminum tank there should be no oder at all, mine has never had an oder and it has an aluminum tank. I'd get it looked at ASAP, gas fumes in a boat are very dangerous because the hull is a closed compartment and the fumes are heavier than air.
