I think you are talking about 2 different things. The bottom pic is the stock, the top one he added. I believe both of those are to be used when the anchor is stowed, so that the anchor wouldn't slip while on a boat ride. I am guessing that they would work to take the strain off the windlass when long length of chain is used. The rope, nor chain feeds through the clamp that al and yourself have. The hook grabs the chain and pulls it tight. At least that's the way I believe it works. It's a safety....

The cleat to the left is to tie the rode to, while anchored to relieve the stress from the windlass. I will be honest, I let the windlass hold mine, but it's a lake, that doesn't have a ton of current or large waves. I know I am wrong, but I am lazy and want to look cool 8)

I raft up at different times with 10 other boats, all larger than mine, not one ties their rode off, ever... it's probably the conditions that we boat in...

The anchor snubber you pictured works good if you have all chain. I do not...

On a few occasions I have used a line to tie a snubber on my anchor line. It worked to the extent that it held my boat, but the intent was to stop my boat from sailing back and forth in the wind... that was a fail!

When at anchor, I have a dedicated cleat to tie off the rode and this obviously does relieve stress on the windlass. The chain stop is for while you are underway.
