There are many posts on here about this. If the 358 is like my 258 was, then the drains are pretty far above the bottom of the locker. The seal or whatever leaks and then goes into the forward bilge. I built it up a little with starboard and threw a bunch of sealant in there which seemed to fix the issue.
The boat we have now came with some plastic strainers. They look like food baskets you get a fast food restaurant. They turned them upside down so the anchor rode sits on them. It works really well with drainage.
