I can't speak to what RPMs you should be shooting for or anything, but I agree that a beginning rider should be eased up rather than a "punch it" pull out of the water. Along with the easing, though, comes the repeated stressing to the rider that they have to be more patient in letting the board plane out before they try to stand up and ride. They need to "squat like a frog" longer if you are easing them up.

As for riding speed, I'll disagree with Walt a little bit if it is a beginning rider. Riding speed for beginners should be closer to 17-18MPH so that they don't get their faces smashed in when they kiss the water. Obviously you might have to adjust that if you're having problems getting/staying on plane at low speeds. Some boats fall off of plane too much at that speed and force you to run closer to 20MPH. So, I'd say that you should go the slowest speed you can that will keep you on plane when you have a beginner.
