WOW - that's totally nuts.....having them installed on your boat warrants a fine??? even if they are not turned on!!! Glad i don't live in CA and have to deal with those nuts. Yes you get some rumble when they are turned off, but nothing much at all. They need to find something else to waste their time with. I would not plug and alter anything.....just pull the fuse on the Captains Call accessorie switch and that makes it non-functional right?
Having Captains Call exhaust/thru hull and not engaging it and still being fined for having the ability is insane....kind of like ticketing you for having the ability to speed on the freeway even though you are going the speed limit...or....arresting their own mother for prostitution since she has the necessary equipment.. Simple solution - move to Texas where at least there is still some resemblence of common sense.
