When you say 'cup' you mean the metal cage that is in the impeller housing, right? Well someone may have glued it in there with some strong gasket adhesive. Unless it is really worn, or shifted so that the openings for the water are blocked, I'd leave it. You can try pulling it out with a vicegrips but it's probably not necessary. Or you can buy a new impeller housing and put your new cage in there. The OMC manual says to glue it in with OMC gasket adhesive but you could easily take it out if they used that. I have found that unless you run it dry or pick up a plastic bag on the lower unit the Cobra impellers last a long time, like at least 3 seasons worth.
