The brace you are looking at stops the raw water pump from spinning around. To replace the belt, undo the raw water pump housing on the front of the lower pulley (4 x 3/8" bolts) and remove by pulling forward off the brace (you dont need to remove the 2 hoses). You can then replace your belts.
This housing contains the raw water impeller. If it hasn't been changed in the last couple of years, then now may be a good time to replace it as you already have it apart and the bulk of the work is done.
