What is this (bottom left as looking at engine from inside boat, 98 Volvo 4.3GL)

I had a more or less constant squeel (sp?) from the power steering belt so I changed them all today, no noise now and everything looks great.

With the belts off this pully was pretty hard to spin, (needed to grab firmly to turn) is this the raw water pump? Where the impeller is? looks newer than rest of engine, no change in noise and seems to work as good (or bad) as it was before I changed the belt. Is it normal to be a bit stiff or should I investigate further.

Yep, raw water pump, where the impeller is. The impeller is made of rubber and it fits tight in the housing, so being a little hard to spin is a good thing. When it spins like a roullette wheel, thats bad! (I know from experience)...
