1) Remove the wire off the sending unit
2) Take your trusty Radio Shack digital multimeter with some alligator clips. One end to ground, One end to the end of the sending unit. The shop manual for your engine should have the Ohms range for the sending unit listed. (Anyone have one handy?)
3) Complete the same test and see if the sending unit jumps in value.

According to my manual the values are as follows:-

100 degrees F = 403-493 ohms
160 " " = 118-138 "
220 " " = 44-49 "

Finally resolved the overheat issue. Zebra mussels in the intake at the outdrive plugged up the line. They restricted the flow of water into the system. Line cleaned up, water preassure increased dramatically.

I've had a similar issue (although not overheated because of it) with barnacles in the water intakes...they will grow in there over the course of the season and if you don't use the boat much it gets much worse...What I have been doing is to pull the drive off in the fall for the maintenance checks, then before I reinstall it I take something small like a pick and break them up through the water intakes (Cobras have a plastic screen inside the intake holes). Once I get them good and broken into really small pieces I then remove the impeller (Cobra impellers are in the upper gear housing on the drive). Then I take the water muffs and hose and flush the remains out of the drive (that's why I have to remove the impeller, to let the pieces out). This enables me to get the barnacles out without having to split the upper and lower gear housings....
