When the neutral lever is depressed and the throttle lever is moved forward how soon

is the prop engaged for forward motion?

I might be misunderstanding what your asking, but normally if you depress the neutral button to move the throttle forward, the drive/prop shouldn't engage at all. Its in neutral.

When you lift the neutral lock on the shift lever it will go into gear and then the throttle should advance right after.

What would be the reason that it doesn't engage?

Shift cable broke or came off

Is it not going into gear, or is the drive going into gear but the throttle not advancing when its in gear? If the former, its a shift cable, and/or the adjustment of the cable, if the latter its the throttle cable.
Do you have a joint venture drive (OMC/Volvo SX Cobra) or the original Cobra? Former has a hump on top, latter is flat across the top. Former is cone clutch latter is dog clutch.

It is an omc cobra. Looks like my old 99 238 sx drive. Little hump on top. It will engage but at a higher rpm and it sounds like a big gear grind bang. It happened twice when I was out and I wouldn't allow it to happen again so I never put it back in neutral until I got back to the dock.

Wonder if the ignition kill relay is out. The engine should hesitate..stall for a second when going from neutral throttle position into gear.

If you push in the gear disengage button and move throttle forward it should still stall for brief moment. If not then the rpms are staying too high for gears to engage.

If yours has the hump on top its the Joint Venture drive (OMC Cobra Volvo Cobra SX) with cone clutch shifting not the original 86-93 dog clutch shifted Cobra which is what I have. They have an ignition cut out (ESA) to get the clutch dog to release, the Volvo style drives do not need that system. I know about OMC Cobra shifting issues (learned how to adjust it recently and its very very smooth when done right) but Volvos I can't help with.....

There is a parts bulletin for an updated shift cone and shift shoe for the sx and dp drives for some years. I had a problem when I first got my boat where it would rev up and "slip" then slam into engagement. Replaced with both and it shifts smooth now.

Thanks. I'm getting the shift cable serviced first. Going forward throttle , the throttle lever is not smooth and it is even worse coming back to neutral from full reverse.
