Just replaced OMC Cobra out drive and cant get it to shift into forward gear it will shift into reverse

Sounds like you need to adjust the shift cable.

Did it shift into gear properly before?
Did you install a different drive (assuming yes, since you said 'replaced')...
If so I bet that the shift rod height between the 2 drives is different. If your boat was shifting right before, and is not now, that's the only thing that could be different other than an internal problem in the drive you installed.
To fix this, the drive has to come off. You need to measure the height of the shift rod from the top of it to the mounting surface. You really need an OMC manual to get this and the other shift system adjustments right.
So remove the drive and measure that, post pix so we can see what you have.
I had a similar experience, my drive was shifting pretty well, not 100% perfect but pretty well. I checked the shift rod height when had split the upper and lower gear housings to clean barnacles out of the water intakes. It was off a bit (maybe 1/8th of an inch) so I adjusted it and used the special OMC tool to make sure it was right.
Well after I re-installed it, the drive would shift to rev OK but was grinding and not engaging all the way in fwd. What I changed (even though it was by the book correct) threw things off. So I finally learned how to do all the adjustments to the somewhat complex Cobra shift linkage. It took me about 2 days of staring at it for a couple of hrs to figure it out. I checked the drag on the transom shift cable, adjusted that cable and also adjusted the remote control cable.
Now it shifts better than ever, goes into gear with 2 fingers out of gear with 2 fingers.
