2003 FW Freedom 180 with intermittent starting problems. Volvo 4.3L 190HP .No click, sound or anything when turning the ignition, but then manually manipulate the transom shift cable and it will start every time. outdrive opened up and it is in neutral with little play.

This sounds like a rigging issue with the cables and neutral safety switch.

The neutral safety switch is located in the forward control (throttle /shift handle at the helm. You will probably need to remove the side trim panel to access it.
