I purchased the replacement starter for my boat and noticed there is a (foam rubber) gasket included that my old starter didn't have (see first picture below).  The only place I see that this gasket fits is to protect the triggered gear that engages the flywheel; the second picture below shows this in place.  For all I know, this might be part of the packaging 

.  Is picture two below the correct place for this gasket?  I am guessing this is in place to keep foreign objects out of the gears.  Any insight you can give me on this will be appreciated.
