You really should not run the engine with the drive all the way up.
That or changing the oil has nothing to do with possible overheat.
You won't know if the engine is overheating unless you use a known gage to determine.
If you or someone else replaced the impeller, was it replaced because it was damaged from running dry? , did it completely fail?, was the engine overheating before?
When the old impeller was removed, were ALL the pieces recovered?
It's a 1999 model, was the oil and power steering coolers inspected for blockage from previous impeller failures?
Although unlikely, the T-stat might be at fault. has it been checked?
You didn't say if the boat is used primarily in salt or fresh water......
If used in salt for the last 10 years, it's very possible that the manifolds and risers are getting clogged with rust. That will reduce water flow through the system (by reducing water output thru the risers) and cause overheats.
