My best interpretation is;

pulled the lower drive to check pump etc.
found water in the pump cavity
wants to know if this is a concern,

If so, it is normal.

Okaaay, well most stern drives have 2 parts, upper and lower. Is it a VP drive or Mercruiser ? If Merc, is it a Alpha, Bravo, I, II, or III? What year? Not trying to be a smart ash, but basic info is needed for any of us here to give advice.

Ok, sounds like the upper. I take it you found milky fluid (or actual water) when draining the drive oil? Or did you just see it on the dipstick?

Sounds like a input shaft seal. It can be a DIY project. Search the forums here for many, many threads on how to do it.
