There is a lever that moves from towing to backing up. What exactly happens in those two positions?

I am assuming you have surge brakes on your trailer. The way surge brakes work is when you stop the trailer weight pushes the coupling on front of trailer to apply brakes. Same thing happens if you are say backing up a hill. So when you are backing up a hill you can switch that lever and deactivate the trailer brakes basically.

Are there any other times to deactivate? Backing up to launch the boat wouldn't count, right?

Only need it for backing uphill. So no boat launch ramps.
