Unless the spindle is damaged, or the axle tube is rusted to the point where its not safe there is no reason to replace the whole axle. I'd want to get a good look at the axle and specifically the spindles to verify what the shop is telling you.
About 12 years ago I had a 3500 lb capacity galvanized axle fabbed up for me by Champion Trailers. The cost was about 130 or so and I added a complete drum brake kit for about 400.
Make them show you why the axle has to be replaced. If the spindles look good, no damage to the areas where the bearing races, grease seal and the retaining nut fit, then just replace the hubs (disc rotors), and calipers if needed. That can cost a bit all by itself, depending on what you buy. You can get by with the non stainless brakes in freshwater but in salt water I'd use only stainless.
