I accomplished the same thing with a cushioned hitch pin from West Marine, it has a yellow plastic bushing that holds the drawbar firmly and no noise! I think it was about $10 or so. I also use a Tie Down model 66 actuator that has a damper built in so there is no clunking, only a slight nudge that lets you know the surge brakes are working.
