on my trailer, its always down, or as low as i can get it.
also, I always loosen the tie down straps and winch to relieve and pressure that may (or may not) exist on the hull.

Down when docked. If it is up and you start engine you may not suck in enough water and could "blow"
your impeller (wonder how I know that?). However for the winter I store with it up and never had a problem. Besides I pull the batteries for winter and my storage situation is a real pain to get anything on or off the boat much less install or remove batteries. So, I pull them before traveling to storage. So I have to leave the outdrive up otherwise I make a nice groove in 4 miles of asphalt traveling to storage. :-)

In the water I leave it down if my mooring spot is deep enough at low tide to do so...if not I leave it half way down...for winter storage I take the drive off and store it in the garage so it's a non issue...
