By looking at the picture I would say the docks on the ramps should not be used unless your trailer is in the water. God i'm glad I dont have a set-up like that around here. That looks like it could be a cluster F. If someone was to use the dock on the ramp to load people or supplies the ramp could not be used. Or if your a one man show and drop your boat tie up then go pull your trailer to the parking lot no one else can use the ramp till you park.

Exactly my point and most with common sense could probably figure this out. There's ample places to tie up other than the launch dock.

There's a boat prep area at the top of the hill where the main parking lot. When it's busy, the park rangers control how many go down at a time and also control the # of boats on the water since when the lot is full, no one goes on until someone comes off.

It's usually pretty organized, it's just the few like those mentioned that can screw the whole thing up. The lake is reasonably sized and mostly over 50' deep with nice swim areas, so it makes for stress-free boating. The fact that it's only 10 minutes from home is a huge plus.
