WELL ,the waether wasnt good today ,strong winds and rain ,so hopefully tomorrow I will test out the revs using the remote fuel supply,I had another idea as well,probably a long shot ,but...what is the chance of the problem being a rev limiter? just a thought?

The Electronic Control Module has a rev limiter ( when the GM V8 engine is used in trucks it is set at 5,600 rpm I believe). If that is the problem, it would limit it to the same RPM in and out of the water.

My boat had a problem even planing off, when ethanol was added to the fuel here, the problem turned out to be a corroded anti-siphon valve on the gas tank. The engine would rev normally in neutral in the water but would not pull the boat up on plane. Then I found that the prop on it (14.5X19) only let it pull 4000 rpms, so I switched to a 15x17 and it pulled the proper rpms after that.....

Pull out a spark plug, take good pictures of it. That will tell us what the engine is doing.

If it's really white, it's running lean (fuel issue).

If it's clean and goldish, it's running correct.

The knock sensors won't let it run lean, they'll limit RPM to the point when there is no "knock" ( preignition). At 4,000 rpm or whatever it may well be running OK as far as the mixture is concerned.
