Yes you can use the car engine in a boat, it's the same engine just different things bolted around it.
The ECU/harness is totally different from the GM MEFI4 and the gains from EFI to a good carb in a boat is questionable (not the 2bbl VP/MC sticks on). Fuel injection is great for the dynamics of stop and go traffic but in the marine world a carb (and carbs in general) when tuned right are just as efficient and usually work better at higher RPMs. Could you adapt a automotive ECU to work in a boat? Yes you can but you'll need the ECU wiring diagram and know what you're doing.
The easiest route is to just convert it to a carburetor (pick up a edelbrock intake and holley marine carb).
