Found this laying in my bilge this past weekend.. No water, and the bilge is bone dry. Ran around the lake quite a bit on Saturday night, and still bone dry.. Looks like some sort of plug for something, but is a pretty light weight plastic as well.. Hell, I don't know, now that I think of it, maybe its a cap for the tube the waste tank vent filter came in that got away from me on install? :?

It looks like the plug on a fuel tank fitting from the manufacturer.

Just a guess. I had one like that in a replacement fuel tank I just installed in the fishing boat this year.

Definitely looks like a "temporary" plug, meant to keep something clean inside during shipping, then be disposed of when the item is installed. A company called capplugs makes lots of them. Your probably right about it coming from when you installed a new tank. I wouldn't worry about it.

It looks a lot like the caps I have except mine are grey. Mine are for plugging the receptacle of the table legs when you take the table out on deck. I assume so you don't break a toe in the opening.
Below is not my table but for illustration. When you take the table leg out you have that receptacle in the floor that's a few inches deep.
