They're both hydraulic fluids, with additives.
Higher Dexron spec's superceeds older ones i.e. DX3 can be used where DX2 was specified...

Do an online search for your manual. Mine was available online, as were several other manuals.

There are Merc manuals on line for sure.
I have always used Dex auto trans fluid in the P/S pump. If yours was low look for a leak. It could be from the lines, (under the pump) or where they attach to the P/S actuator on the steering ramp way in the back of the engine compartment.
