I am launching tomorrow in North Carolina. How does the marking system work when in the Intercostal waterway? I have been told that Red will be on the Right when traveling north but the two that told me that were really unsure.

That is correct RED will always be to the right. Any time you have an opening that leads from the ocean the red markers will be to port. The only exception would be from the IWC to a river body then they may change back. There are not many of those to deal with so figure red right returning.
