Anyone know what this is called? Where to buy one?

We use it to tow someone behind the boat when lobstering in Florida to spot the lobsters. The yellow part rotates so you can dive and surface as the boat pulls you along.

Has a few uses, but we use it down in the Keys for Florida Sportman's Lobster days. We tow one or two people behind the boat with mask snorkle and fins and they look for the spiny lobsters poking out from some holes or rocks. You can angle it down and ride right over the bottom and tilt it to go back up. It is amazing how long you can stay under and hold your breath as you are putting out zero effort other than holding on.

When you find a lobster or a few, you let go, the boat circles back and some others jump in with the nets and you go down and get them.
