Get a DC zap when you touch it. Time to dig in and find out witch mounting screw is hitting some juice. Oh so fun...

Don't sound right! You will have to turn a few breakers off to narrow it down. What else are you touching to get zipped? Would it be the anchor light?

All breakers off and turn the battery perko switch to on. I did not think the juice would carry through the fiber glass and gel coat.
Am I wrong?

Don't get zapped anywhere else, not even the windshield from which is less then 1/2" away.

How about the wires for the trim on the throttle control, are they anywhere near the mount for the bimini in the coaming panel?
I used to get a shock when I trimmed down and was holding the metal steering wheel, a wire for the trim system was grounding on the throttle handle and when I touched both it completed the path to ground (sort of) enough to get a tingle. I took the handle off and repaired the bare spot in the wire and never got a shock again. The handle itself must not be grounded or else it would have probably blown a fuse.
