I have the same situation on my 1997 Horizon 200, 5.7 Volvo GL. First, the trim indicator is stuck full up; second, the trim switch on the throttle will trim the unit full-up and full-down; third, the trailer switch next to the kill switch does nothing.
I disconnected the trim sender connector located near the back of the engine. It has three wires, two black and one white, but only the two black ones are connected to the engine harness. The trim sender shows an open all of the time as it is rotated. Could be a broken wire. I plan to replace the sender unit. Might have to pull the lower unit to get to the transom feed-through.
One boat mechanic said there might be a small credit-card sized control unit that you could set down-limit and up-limit for the throttle switch, and a trailer limit in case an extended swim platform is there. It should have three LED lights on it. I could not find this unit anywhere in the boat.
Once the sender unit is replaced, I will see if that fixes the problems.
