Just wondering if it's normal to have play on my steering wheel before it actually moves the outdrive or is it time to change something..?
I have about the same amount of open movement turning the wheel either left of right.

99 Horizon 220.

One thing you might look at is the U-joint for the tilt steering wheel. You should be able to detach the rubber boot from the instrument panel and check. This happened on my '95 190 Horizon. A screw holding the two halves of the U-joint to the steering wheel shaft was coming loose. Occasionally it would lock up the steering.
