I have a Bravo I outdrive on a 2006 220. My speedometer quit working recently and I think I've been able to diagnose it with the help of this site. Is this it?

I rotated it counter clockwise 90 deg. and removed it. Is the remaining hole the one i use a small drill bit or paperclip on?

That's the right component but actually, I'd use the paper clip in the other end. There should be a small hole, or notch on the leading edge of the outdrive that is possibly clogged. It wouldn't hurt to disconnect the line in the back of the panel as well and blow out the whole line while It's apart.
