Where are the circuit breakers on 99 horizon 220? How can I tell if they are tripped?

In the engine bay on the stern side riser. There are two there. There is another in the center of the engine bay towards the front. You can check if they are tripped by pushing them.

If they are not tripped I would also take a multimeter and check continuity (make sure to scrape off any rubber gunk on the connectors). I had a problem that turned out to be a broken breaker and it took me waaaay too long to figure it out.

What exactly are you trying to diagnose?

My batteries won't charge and the alternator check out fine.
