I've always known the boat was a little under propped but I started doing some checking and it appears that an F5 is stock. The guy I bought it from bought it new in New York and used it in the Finger Lakes region so it shouldn't have been setup for high elevation or anything. I don't know for sure but he really didn't seem like the kind of guy who would have messed with the prop.
I guess it doesn't matter why it's like that, I'm just debating dropping the $ for a new set of props and if I do, should I choose F4 or F5. 90% of our boating is water sports and such on smaller lakes where I'm rarely at WOT for much time at all but when I do, I have to be careful to pull back and keep it from hitting the rev limiter.
I don't really care much about top speed (which is about 44 - 45 @ 5000 rpm) but when we're on bigger lakes or the Mississippi and want a decent cruising speed it seems like the engine is turning more r's than it should.
