Look into the throats of the carburetor with a flashlight. (you may need to hold the choke open). Look down to the throttle butterflies. With the idle screw all the way out, the butterflies should be closed all the way to the sides of the venturi wall. This should be a setting that would have the idle way to low for the engine to keep running. Make sure both butterflies are closed exactly the same. If one of the butterflies got bent in shipping, it could be allowing extra air to enter (and therefore fast idle).
