Phone charger wasn't working. Put a new one in, and poof - electrical smell, a puff of smoke, and another charger fried. Would this be an issue w/the fuse panel on the bulkhead wall under the dash or the outlet itself? If the second, where's the best place to order a replacement?

You replaced the charger, or the receptacle? What type of charger?

Did your first charger go out the same way? If you can, check the polarity of the 12v outlet. Maybe it was reversed somehow.

Sorry I wasn't more clear. I had a standard USB phone charger plugged in to the 12-volt outlet under the dash. The phone chargers were a (1-amp), then one that was a combined (1-amp / 2.1-amp). I hadn't changed the polarity of the outlet. I have an orange (w/red stripe) wire and a yellow wire. I think the orange was plugged into the "negative" terminal post on the back of the outlet.

I ordered a new outlet today and want to make sure I connect it correctly.

Also - the fuse panel behind the steering wheel firewall has a 15-amp fuse for the 12-v outlet.

I may have just answered my own question; the orange wire is connected to a 15-amp fuse terminal on the fuse panel thus is the "positive" and thus the polarity was probably reversed. Given that I've owned the boat since new and have never messed with this, it's probably been that way since the factory; just didn't recognize it b/c hadn't used the outlet.

Checking the polarity with a voltmeter is the best way to verify but if the center connection (inside the socket) goes to the fuse and the side connection goes to the common ground you should be ok.

Not uncommon to have reversed wiring from the factory. I have 2 12v outlets - one was wired correctly, one wasn't and was blowing fuses in my phone charger....
Easily fixed once identified.

I put a USB outlet in my glovebox, that way I did not have to lug around a charger as well as a cable. Easy to do, and cheaper than most chargers.

I swapped the cigarette lighter outlet with a dedicated USB charging portal. Works like a charm. I blow up our inflatable by clamping the pump to my deep cycle battery.
