 Post subject: Fuel Pump Issues 5.7GSI

My boat is a 1998 220 Horizon with the 5.7L GSI engine, throttle body fuel injected.
The issue is that I do not hear the fuel pump running for the couple of seconds when the key is turned on. I can still start the engine but it usually takes 3 tries of 3 seconds of cranking. It use to fire up on the first crank every time. I located one fuel pump right at the fuel filter mount near the front of the engine. I have read nearly every post on fuel pump issues and have heard many posts about the low pressure pump and high pressure pump. From what I read it sounds like it may be my low pressure pump not running. The part number on fuel pump by the filter is 3858261 (which comes up as a VP low pressure pump). Thus where is the high pressure pump located? Does it sound like a low pressure pump issue?
Also - once I am started the boat runs perfect, no fuel issues to speak of.
