Post subject:  Black plug on bottom of boat?

I was just out looking over the boat after good rain here last night and noticed a black plug on the rear bottom of boat that I'd not noticed before. It's roughly 3" in diameter(hard plastic) and in the center/ starboard back of the boat, on bottom, about 2' in from the outdrive. Is this a mold pour plug or?
