Way back in the day I had a bayliner 1750 w/ a 3.0 in it and could hit close to 40 or so it in, so I'm thinking you could get a little more speed out of that boat even at 3K feet. If you've never gotten any more speed than that since new, elevation probably is your problem.
I'd have a mechanic adjust the carb for the elevation b/c its cheap. My experience is stainless props give you better performance, but aluminum props get better economy. You can also mess with pitch and blade preferances as well, but I would stick w/ a 3-blade if top speed is what your looking for.
If performace is what you really want a 7.4 big block will do the trick..............
