This weekend I went out on my 98 horizon 190 and my throttle locked in the nuetral position. This problem has been gradually getting worse with difficulty with getting into gear and now it has finally gotten to the point of no transition into gear.Please Help :(

I would inspect the shift assembly and cable for corrosion. Remove the back cover of the outdrive and give the shift cable a good lubrication from both ends.

You should also be able to disconnect the shift cable o the outdrive easily to see if it is the problem.

How do I gain access to the shift cables behind the side mount shifter I cant seemto get to it to lubricate the cables?
