The horn doesn't work. Press it and nothing. The CD doesnt work either. It will power up for a second and then quickly turn off. Can't get it back on again. Only way to get it power up for a second again is to turn the key on / off again.

I'm not an expert at electrical issues by any means. As for the horn, pick yourself up a handheld air horn from a local marina just so your legal on the water (at least in Iowa, Illinois & Missouria a sound device is required on any vessel). That will at least get you by until you can dive into properly repairing the horn. Do a search on this subject as I've read several posts pertaining to horn repairs.

As for the radio, does it only flash on when you turn the key to "start" or does it flash on when you turn the key to "run"? Either way, my bet is your head unit is shot and you need to replace radio. Once again, do a search on this board. I think Sounder, Indy and some others recently found their boats were wired improperly from the factory causing some headaches. I doubt that issue applies to your '03 model, but definitely good info about stereo wiring.
