Turns out (pardon my non-technical term) it was not a bolt sheered off. There is a bolt that goes into the engine block that is mounted to a spacer (painted red in my case and I had not noticed it at first) with another bolt sticking out of it. The power steering pump bracket slides over and a nut tightens it down. So I put a wrench on it and pulled it out. After trying to drill it out, I realized it was not really a bolt stuck inside.
Temporary for yesterday's boating trip, I used an exhaust bolt that I was able to recreate the OEM bolt. I need to find the part number and order one.
