Did the starter even click? Maybe the battery needs to be replaced?

If it didn't even click, I am thinking an interlock.... Kill-switch, or N-Safety.

If it clicked and still didn't budge, make sure battery is fully charged. If still no rotation, try rotating the engine with a wrench/socket by hand....pull the spark plugs and pray a cylinder isn't full of water.

It's been a while since I summarized my boat myself, but I recall having another lead connected to the positive side of the battery (I don't remember what it was for). My boat wouldn't turn over similar to yours. I would poke around in the engine bay and make sure you don't have anything you overlooked. is the starting clicking like lindeman23 suggested? That will help point you in the direction to investigate.

"Dead-man" clip/lanyard connected correctly? Remove and replace the clip and try again, if you haven't already done so....

A meter will not tell you much! The starter pulls a good deal of current. Which your battery could be starting to fail and now can not handle that load.

You coulds have a secondary wire off or any thing else that has beeen mention by other poeple.

yep, there should be two red wires (a thick one and a thinner one).. make sure both are connected to the battery... I forgot about this one year as well because the wire got pushed out of sight... Go through all related fuses in both fuse panels (under console & in the engine compartment)

Does your fuel pump kick on for a second or two when you turn the key to run? Could be a CB (mounted on top of engine on my Merc).

Check to make sure the battery cable is connected to the starter. If it is engaging the the starter could be bad.

Guys isn't there a reset button in the engine compartment as well, independent of the kill switch? Could be that it has somehow been tripped and needs to be reset.
